California and 14 States Form Governors Public Health Alliance to Strengthen Emergency Preparedness

SACRAMENTO, October 15, 2025 (CALIFORNIA NEWS TODAY) — The state of California, in collaboration with 14 other governors, has announced the formation of the Governors Public Health Alliance, a nonpartisan coalition focused on ensuring public health decisions remain rooted in science.

The newly launched alliance aims to enhance emergency preparedness, improve communication among states, share data and expertise, and ensure consistent, science-based responses to public health threats nationwide. Participating governors include Bob Ferguson (WA), Josh Green (HI), Maura Healey (MA), Kathy Hochul (NY), Tina Kotek (OR), Ned Lamont (CT), Lou Leon Guerrero (GU), Dan McKee (RI), Matt Meyer (DE), Wes Moore (MD), Phil Murphy (NJ), Jared Polis (CO), JB Pritzker (IL), and Josh Stein (NC).

“California is proud to help launch this new alliance because the American people deserve a public health system that puts science before politics. As extremists try to weaponize the CDC and spread misinformation, we’re stepping up to coordinate across states, protect communities, and ensure decisions are driven by data, facts, and the health of the American people,” said Governor Gavin Newsom.

According to the announcement, the coalition was created in response to what participating governors describe as ongoing political interference in public health decision-making at the federal level. The group intends to serve as a unified platform for states to collaborate on evidence-based guidance, share public health expertise, and coordinate responses to emerging crises.

The Governors Public Health Alliance builds upon California’s previous regional coordination efforts, such as the West Coast Health Alliance, expanding collaboration to include public health agencies across the United States. The alliance will serve as a forum to address best practices, regional challenges, and coordinated responses to national health emergencies.

The initiative is supported by GovAct, a nonprofit, nonpartisan organization that helps governors collaborate on policy and legal issues affecting public health. The alliance will be guided by GovAct’s Bipartisan Advisory Board, which includes former governors Arne Carlson (R), Jim Doyle (D), Deval Patrick (D), Marc Racicot (R), Kathleen Sebelius (D), and Bill Weld (R), along with former senior federal officials Sally Yates and Larry Thompson.
