Governor Gavin Newsom Announces Statewide Leadership Appointments Across Multiple Agencies

SACRAMENTO, November 21, 2025 (CALIFORNIA NEWS TODAY) — The State of California has announced a series of leadership appointments across financial, environmental, transportation, housing, healthcare, architecture, and education organizations, according to the Office of Governor Gavin Newsom.

Claudia Quiroz of Mill Valley has been named General Counsel at the California Department of Financial Protection and Innovation. Quiroz previously held multiple roles at the U.S. Department of Justice from 2022 to 2025, including Deputy Chief of the Computer Crime and Intellectual Property Section, Director of the National Cryptocurrency Enforcement Team, and Deputy Director of the National Cryptocurrency Enforcement Team. She also served as an Assistant United States Attorney in the Northern District of California from 2014 to 2024. This position does not require Senate confirmation, with compensation set at $225,504.

Jane Sadler of Sacramento has been appointed Senior Policy Advisor at the California Air Resources Board. Sadler most recently served as Senior Associate of State Policy at Rocky Mountain Institute and previously worked in research roles focused on climate and environmental policy. The position does not require Senate confirmation and includes compensation of $140,004.

Paulette Brown-Hinds of Riverside has been appointed to the California Transportation Commission. Brown-Hinds is Founder and Partner of Voice Media Ventures and Publisher at Black Voice News. The role requires Senate confirmation and provides $100 per diem.

Martin Muoto of Los Angeles has been appointed to the California Housing Finance Agency Board of Directors. Muoto serves as Founder and Chief Executive Officer at Model/Z and SoLa Impact. The position requires Senate confirmation and provides $100 per diem.

Preston Prince of San Jose and James “Jim” Cervantes of Lafayette have been reappointed to the California Housing Finance Agency Board of Directors. Both positions require Senate confirmation and provide $100 per diem.

Dr. Cedric “Jamie” Rutland of Lake Forest has been appointed to the South Coast Air Quality Management District Board. Rutland is Medical Director and Chief Executive Officer at West Coast Lung – Rutland Medical Group. The role requires Senate confirmation and compensation of $100 per diem.

Dr. Antoinette “Toni” Marengo of San Diego has been appointed to the Protect Access to Health Care Stakeholder Advisory Committee. Marengo is Chief Medical and Transformation Officer at Planned Parenthood of the Pacific Southwest. The position does not require Senate confirmation and has no compensation.

Kasheica McKinney of Oakland has been appointed to the California Architects Board. McKinney is Director of Transit-Oriented Development at the Bay Area Rapid Transit District. The position does not require Senate confirmation and provides $100 per diem.

Christopher Ferguson of West Sacramento has been appointed to the California Student Aid Commission. Ferguson currently serves as Executive Vice Chancellor of Finance and Strategic Initiatives for California Community Colleges. The role requires Senate confirmation and provides $100 per diem.

Brian Haynes of Rancho Cucamonga has been reappointed to the California Student Aid Commission. Haynes is Vice Chancellor for Student Affairs at the University of California, Riverside. The position requires Senate confirmation and provides $100 per diem.
